Política pública de vinculación con la sociedad y desarrollo social del Cantón Milagro, Ecuador, 2015-2019

Abstract

La Política Pública de Vinculación con la Colectividad de Ecuador, busca aportar al desarrollo social; en el estudio, se ha tomado como base al Cantón Milagro y al trabajo efectuado por la Universidad Estatal de Milagro (UNEMI), el objetivo de la investigación consiste en el análisis de esta política y su relación con el desarrollo social del cantón mencionado, a través de la implementación de los programas y proyectos de vinculación con la colectividad ejecutados por la UNEMI en el período 2015-2019. La metodología corresponde a un enfoque mixto, con diseño descriptivo y correlacional, empleando técnicas como la entrevista, dirigiendo la guía de preguntas estructurada al Director de Extensión Universitaria de la UNEMI; y, la encuesta, aplicando el cuestionario a quienes forman parte de las comunidades vulnerables donde ha trabajado la institución de educación superior (IES). Los resultados demuestran que la IES no ha determinado de forma específica unas zonas vulnerables, lo que ha llevado a migrar los proyectos en diferentes áreas geográficas o instituciones diversas, generándose el problema de sostenibilidad de las actividades y con ello perjudicándose el impacto planificado.

ABSTRACT

The Public Policy of Service Community of Ecuador, seeks to contribute to social development; in the study, the Milagro Canton and the work carried out by the University State of Milagro (UNEMI) have been taken as a basis, the objective of the research is the analysis of this policy and its relationship with the social development of the aforementioned canton, to through the implementation of the programs and projects related to the community executed by UNEMI in the period 2015-2019. The methodology corresponds to a mixed approach, with descriptive and correlational design, using techniques such as the interview, directing the structured question guide to the Director of University Extension of UNEMI; and, the survey, applying the questionnaire to those who are part of the vulnerable communities where the higher education institution (HEI) has worked. The results show that HEI has not specifically determined vulnerable areas, which has led to migrating projects in different geographical areas or diverse institutions, generating the problem of sustainability of activities and thereby damaging the planned impact.
