This study is grounded in the need to address existing gaps in public policies that affect the socioeconomic development of rural youth in the district of Colán, Province of Paita, Peru. The main objective is to propose a public policy model based on educational and strategic approaches that promotes their comprehensive socioeconomic development. To this end, an applied research methodology was employed, focused on collecting and analyzing information on the social, educational, and economic realities of the local youth population, which made it possible to identify both the main limitations and opportunities present in the territory. The results show that rural youth face significant challenges due to the inadequacy of relevant public policies, limited educational opportunities, and weak institutional frameworks in the region. However, local potentialities were also identified that can be leveraged through educational, training, and inter-institutional coordination strategies. In conclusion, the study proposes strengthening territorial governance and implementing educational and strategic approaches that encourage the active participation of local stakeholders in order to build a socioeconomic development agenda aligned with the needs and expectations of rural youth.
