Student proposal for the inclusion of municipal protection bodies in Ecuadorian regulations

Abstract

The increase in citizen insecurity in Ecuador leads to the need for more drastic measures to protect the population. One of the elements considered is the use of force, which, according to the law regulating the legitimate use of force, does not include Municipal Control Agents, who are fundamental for ensuring citizen security in communities. The objective of this research was to present a document highlighting the importance of regulating the inclusion of Municipal Control Agents in the law that governs the legitimate use of force. This study was quantitative, with a methodological design that is transversal and documentary, and a descriptive and explanatory scope. The dogmatic-legal method, inductive-deductive method, and analytical-synthetic method were applied. Techniques used included surveys and interviews. The study involved a population of 25 individuals, including 5 judges from the Provincial Court of Justice and 20 individuals comprising inspectors, sub-inspectors, and Municipal Control Agents from Tulcán. A diagnosis was conducted, revealing that Municipal Control Agents are at risk due to their exclusion from the law. A proposal for a document was prepared to present to the relevant authorities, emphasizing the importance of this security body for the population.
