The ineffective management of educational institutions in the Lambayeque region is evident due to the lack of integration of fundamental theoretical principles, such as stakeholder theory, the political nature of school management, new public management and transactional leadership. The reason for the research was the need to strengthen educational projects, promote institutional autonomy and optimize pedagogical processes to adequately respond to local and regional educational needs. The objective was to propose a plan of social responsibility to improve school management from a local government in Lambayeque; the type of research methodology was applied, quantitative approach and was complemented with a documentary analysis, the technique used was the survey and documentary analysis to analyze educational management. the results showed that 31% of the teachers perceived a low level of effective management, corresponding to the strategic performance dimension, 40% indicated that it is at a low level. Regarding the pedagogical dimension, most of them perceived their performance as adequate, although with areas for improvement. In the administrative dimension, there was a balance between strengths and limitations, while in the community dimension, the majority noted strong integration, although some institutions need to improve collaboration. These results justify the implementation of the PRE SEGEL plan, which seeks to optimize school management through operational actions and principles of participation and transparency.
