Methodology for advisory and control of Authorized Postgraduate Centers: Theoretical and practical foundations

Abstract

This article methodologically substantiates the advisory and control of authorized postgraduate training centers in Cuba, addressing regulatory gaps identified in Decree Law 350/2017. The research used theoretical methods (analysis-synthesis, induction-deduction) and empirical methods (documentary analysis, questionnaires, expert consultation). Key constructs were systematized: educational management, advisory methodology, and center categorization. As a result, a methodology structured in four phases is proposed: I) Planning and organization; II) Evaluation and control; III) Improvement plan; IV) Monitoring. The proposal was validated by experts, highlighting its contribution to SDG 4 (quality education) and territorial development. It is concluded that the methodology strengthens the university-autorized centers to offer posgraduate studies relationship, optimizes postgraduate quality, and requires institutional socialization through regulations of the Ministry of Higher Education (MES).
