Impact of administrative silence on academic processes: Challenges for University governance

The present study analyzes the impact of administrative silence on university academic processes and its implications for institutional governance. The objective is to identify and prioritize the factors contributing to this phenomenon using the Analytic Hierarchy Process (AHP). Employing a mixed-methods approach, semi-structured interviews were conducted with experts in university management, and a documentary analysis of regulations was carried out. The results reveal that delays in administration negatively affect educational quality, the motivation of students and faculty, and institutional planning. The lack of qualified personnel and the overload of administrative work are highlighted as primary causes of inefficacy in responses, generating distrust in the academic community and evidencing weaknesses in governance. Organizational and technological factors were identified as the most critical, with interdepartmental coordination and the lack of efficient digital platforms as significant obstacles. Improving university governance requires the modernization of administrative systems, simplification of processes, and strengthening of internal communication. These actions will help reduce the impact of administrative silence and ensure more effective and transparent management in higher education institutions.
