Strategy for the integration of substantive functions in the university

Abstract

The integration of substantive functions in higher education institutions has been a central challenge for strengthening academic quality and their social contribution. Therefore, this study focused on developing management actions for the integration of substantive processes in higher education institutions. A mixed-methodological approach was applied to develop the study, including a literature review, strategic design based on multidisciplinary theoretical foundations, and the partial implementation of the strategy in pilot areas of the university. Furthermore, the impact assessment was conducted using performance indicators and surveys of faculty and students. The results showed significant progress in the articulation of substantive functions, reflected in improved integration indicators and positive perceptions of over 70% among faculty and 50% among students. Similarly, the partial implementation of the strategy has favored the reformulation of its mission, vision, policies, and indicators, aligning it with the principle of functional integration. Furthermore, the preparation of management in decision-making has been taken into account, based on integrating teaching, research, and community engagement processes. In conclusion, the proposed strategy contributed to institutional alignment and the creation of a replicable model for other universities, with an emphasis on innovation, educational quality, and social responsibility. It has thus laid the groundwork for future research and development in integrated university management.
